Air Quotes, in Print, Return

There was a lull in my life.  One of the times where I didn’t see any new uses of quotation marks that were, uh, trying to expand punctuation’s reach.

And then it started happening again.  For instance, here’s a picture at right I snapped on a jet bridge at the Dallas / Fort Worth Airport (DFW) this month.  How funny, at least to me, that the layers of airport security I experienced culminated in this unintentionally vague message set a few feet before boarding the plane.

Taken at face value, what are these ‘Cabin Supplies’ that are actually something else?  And if the Joint Leadership Team is adamant enough to capitalize all of ‘Not’, then why is the nature of the supplies at hand not clearly known?
